Where can I find the Watchtower in King of Avalon?

It took me a while to figure where this is. I literally had to click every building I see. I helped an Ally with a war, and I got a mail saying that the watchtower needs to be L3 at least before I can accept my returning troops... Long story short, I wasn't able to receive my troops and they were gone lol. 

Eventually, I was able to find it on the right-hand corner of the map.
